Yes, definitely. It all depends on how you configure Contracts, in case you use them. If no Contract is used then the system already defaults to Billable. Then, if Contracts are used then depending on the Contract type different kind of Charges will default to Billable or not. On top of this, version 9 introduced the new 'Custom Settings' tab for Contracts that lets you have granular control over which type of Items, or even which specific Items, default to Billable or Not Billable.
