Is there a way I can change the ticket settings so that time has to be logged against a ticket before it can be closed?

Answer

Yes, sure, there is an option to block users from closing Tickets that do not have Charges.

These settings can be set by a SysAdmin user under Tools > Options> Tickets (Admin).
