A Secondary Contact may be highly "involved" with its parent Account - it can refer to tickets of the Account, Assets, Charges that were invoiced, and more. Therefore you cannot 'detach' it from the Account, this might break the database linking and integrity, however - as mentioned in the screenshot above, you can Copy a secondary Contact into a primary Account. For this right click the secondary Contact under the Contacts tab and select the 'Copy secondary contact to primary account' menu option.
