I would like to remove the ability to writes notes without user auditing.

Can i create a note button, in the note tab, that works like a history note?

Then i don't have to ask "who made that note"??

Same functionality as the history note just listed under the existing note tab.

A notes field is simply a notes field where anyone writes whatever they want there.

But - here's a tip - clicking F5 while typing in the Notes field does magic :) It adds the current user name, date and time automatically. Give it a try.

I don't want anyone to write whatever they want, without knowing who wrote it.

First issue is forcing people to tag the note. Second issue is, anyone could tag someone else's name.

Is there a way to disable the ticket note tab. I need people to use history note instead, since it has an audit trail.

You can ask them to add History Notes then.
In any case, you can remove the Notes tab from the display using Tabs > Tab Management options.

Ha, we do ask. We act when it doesn't get done. When I see a note and it isn't tagged, i have no idea who to reprimand for not tagging it!

Will that remote it from just tickets or everywhere?

Each topic - Accounts/Assets/Tickets/etc. has its own tab management for you to control which tabs to display. So - only tickets.
