Answer

Sure, default labels for new tickets created for a specific Account can be set under the Service tab of the Account.

There is also an option to set default labels for Secondary Contacts as well as for Contracts, this way ticket created for the Secondary Contact or the Contract will be assigned with the default labels automatically.
