Is there a way to set up a reoccurring ticket in RangerMSP?

Answer

You can create a recurring Task for preventive maintenance which can then be easily converted into a Ticket (right click the Task when it's due) although it can't be automatically converted into a new Ticket.

How could I make one to happen every year? Every quarter?

When creating the Task you can set it as "Recurring" (using the check box) and on save you will be prompted to set the recurrence. You can also define reminder/s for the Task.
