The 11004 error code is a very basic connection problem.

It usually means that the connection was blocked - most likely because of a firewall/anti-virus that blocks such communication when used from a Windows Service such as the RangerMSPServer (by default it runs under the - not so privileged - Local System user). So first I would check there, something blocks connection attempts.

Changing the user the service runs under to Admin may help, however, this is not guaranteed as many times anti-virus/firewalls/etc. nevertheless block such connection attempts even for admins.

Unfortunately we cannot point you to what to check exactly as it's external to RangerMSP and each network topology is different from the other...

If you'll Google this (11004) error code you'll get tons of relevant replies... You'll just need to pick what's relevant for your configuration.

I hope that the above nevertheless helps.
